It only happens when there's a minority government (i.e. the ruling party holds less seats than all of the other parties combined). It'd be pretty neat to have a referendum at this point as to whether or not to keep this regime in power
Happened in california, to put Shwarzenegger in power... i'm not at all sure how to spell his name. And I, personally, wouldn't trust a Congress no-confidence vote just because it's Congress. Referendum would be neater, and better.

Yes, sometimes I read that. But with care
I don't trust them any more than I would trust FOX News (note, I don't get FOX here and I'd be damned if I read their website, so I work on hearsay here), they're just the opposite side. Left-wing sensationalism, but they bring up important issues every once in a while.
