Titan had that problem as well, but it was because he didn't have the map.

I used to have this problem with WST servers. I don't know how it revolved itself. I'm pretty sure it's not the server's fault

I've noticed that on later versions of wondows, arma seems to reserve a buffer for itself in the computers memory. Slightly like a temporary page file, I'm not sure. Could this have something to do with it? i.e. cache-ing maps and then experiencing a buffer overflow when the client tries to access them?

The resource server was down, so people without the map could not connect. It seems to be running again.
