i would like to know what ping charity is and what it does.

Ping charity is the lag equalization method that the game uses. Look at this thread. A search might be useful too.

Ping charity lets you take over ping from other players. Examples. Your natural ping is 50, another player's ping is 150. If your ping charity is at least 50, you'll take over 50 of his ping, giving each of you effectively 100 ping. If your ping charity is only 10, you'll only take over 10 of his ping, making yours 60 and his 140. It's a little more complicated in practice because to reduce someone's ping, ALL players with lower ping need to be willing to take it over, but that shouldn't concern you.
