From what I have seen of the current "trunk series" of development, and seen in forum posts from Z-man and others, the developers are trying to slowly not only fix the code, but the way things are done in the development of Armagetron. For instance, rather than just add yet more commands to Arma that are similar to others, there is a focus on getting the code that has been done, fully bugfixed first. Very clearly, if you look at the current state of trunk development, much emphasis is being placed on just getting all the very nice features of the next generation of Armagetron working properly.
You have to keep in mind that the current development team is under a lot of time constraints, as to how much real development that they can do. But, once the final, stable version of .2.8.3 is released, Z-man will put his focus on getting the "trunk series" to the point of a stable release. I think that once that happens, many of the other developers will be more motivated to do even more work!
You have to keep in mind, that the things that are described as needing fixed, will take several years to begin to implement. It appears that the document exists to help guide current and new developers to adhere to certain "best practices" in their development. It also serves as a bit of a road map toward the future improvement of the Armagetron code base.

hmm its a bit like writing a song,,the initial reaction to a good song is,,wooo fantastic
a few years later i look at the song again and think hmm lets rework the lyrics,,however
there is only so much you can do with the song because it is constrained by the original
beat / tempo / and recorded flowery bits. so whats the answer
yup you guessed it ,,record the song again from scratch,but keeping the parts that worked well
it can work wonders,,but the initial spontenaity and exitement is not quite at the same level
but new exitement and direction can often result in a no 1 hit

I actually wrote a song about armagetron, but never managed to record it, and when my ex found it, she trashed it. Now I have to rewrite it.
The chorus goes "My name is Lucifer, and I'm here to kick your assifer", along the lines of Powerslave.

I'm pretty sure infamous created and wrote most of it, epsy only edited it last and added a picture by the looks of it. I couldn't find it but im pretty sure there was a thread about it on here somewhere.
