I could be wrong, but ALLOW_CONTROL_DURING_CHAT seems to be a server side function.
Surely this is a player preference rather than a server preference? If a player is stupid enough to think they can talk and play at the same time, they should have control over whether they can? Even so, it works in two ways. If it is enabled in servers, it is the sort of function that will confuse players who oddly lose their chatbot, a different behaviour to what they are used to.
Is it considered a 'cheat' if this functionality it implemented regardless of the server preference?

You have a point there. You can't actually cheat with the setting on, the only difference is that you jump from chatbot to actively doing turns a bit faster than if you escaped from chat first.
