That slowdown and jerky graphics are familiar to me
If you are in LINUX do this (post your OS):
It happens when you bad upgrade your video card drivers.
I'm sure you don't have DRI on.
Do this in a terminal and post your results:
glxinfo | grep direct
Post your results (maybe in your case it will be direct rendering: No)

A lot of the 3d settings need to be at "system default" or whatever setting is fastest for your card. Contrary to popular belief, turning a setting down, or reducing the quality of the rendering, does not automatically speed it up. Each video card is optimized for performance within certain parameters and will suffer both above and below those parameters.
So spend some more time with the settings. I was able to tweak a laptop that only got 4fps until it got 20-30, with an ATI Rage Mobility.

You still have cycle, object and textures set to nearest. Try to turn them off.
Personnally, I know that sometime on my graphic card, no textures is slower that basic texture. So you have to experiment.
But overall, having a 3D accelerated card with a good driver is what will save you. The CPU can only do so much. God will blees the day where the driver for linux of the savage card is released! (I'm using linux and my laptop has one of these card... so I'm just waiting for it (*))
But if you do not have the bucks for a new 3d card/computer, you can always bribe a developer enough to motivate him/her to open the code and try to look how it could be optimised. But the new computer would be somewhat cheaper. The code is a real jungle.

* I know there is some things under development that I could get. I just lack the time to go and hack it for now.
