2) CYCLE_DELAY is a server parameter, admins can apply a lower value (like Ring server) which affects ALL players in that server. So all can take the advantages (or disadvantages) of that parameter and all people have the same possibilities. Use double bind is an option of each player.
Personally, I don't have much interest in db, just not my thing. But, I don't care if others use it, as it is just another technique.
Regarding keybindings, I just always assumed everyone used something very similar to the default. I only made a tiny mod to mine:
z == left
x == right
arrow keys == glance
up arrow == brake <--- my change
