Is this "All Users/Application Data"? Then no, it's normal. I don't know why that folder gets created, but it's empty for me, too. Only if it is "<your user name>/Application Data", then it would be a problem, albeit one unrelated to networking.

Oh. Well, this doesn't really explain the problems with Armagetron since we don't use that ping command, but it shows that your Windows installation is a bit messed up. Really a bit messed up. There isn't supposed to be a ping.com, there only is a ping.exe (and a ping6.exe). At least I don't have a ping.com on my pretty fresh and updated XP installation.

Congratulations, it's a worm! There's no telling how long it and others of its kind have been on your computer. I suggest you back up your personal data and reformat and reinstall the machine, and get a better malware scanner next time, and don't click on those attachments.

Depends on the size and type of data. If it's organized as a bunch of files, copy it to an USB stick or an external hard drive or burn it to one or several CDs/DVDs. If it's databases, you need to do a dump before backing it up (I guess).
You have to remember to scan the backed up data with your new and shiny virus scanner after the reformatting at the earliest possible time.

See, the problem is that may worms, once on your system, use stealth techniques to hide from virus scanners. It's not safe to clear a system "from within", you'd need to use a CD that boots a clean OS with an up to date scanner on it. You can get one such CD here:

There are two problems with that: it won't undo any damage the worms did to your system like a fresh install would, and you don't have network access during the process and can't ask further questions.
So yeah, there is another way, but it's risky and may not work at all. You should copy your files before you start anyway.

The intended effect is that it only finds and eliminates worms. Well, the liked CD can do a lot more, but you won't be needing that. However, with these delicate processes, things can always go wrong and you may end up with all your data shredded anyway.
If your data is in well defined directories, you can use this CD also to remove your previous Windows installation and all programs without really reformatting anything. Just remove C:\Program Files and C:\WINDOWS. But the user interface is probably unfamiliar to you and you may mess up, so no matter what you do, you should back up your important data first.
