This does nothing really to sort the problem. There's nothing wrong with a clan signing up two teams, it just means more teams out there, more players get an opportunity to play.
The problem is with the relaxed attitude of how players can be signed up after randomisation. SO these rules would deal with that and still allow open team's and other such team's lax participation, which nobody has a problem with
1) Once a player has been signed up for a team, they cannot play for another team. If they were wrongly signed up by someone to a team they did not wish to play for, that person signing them up is banned from this and the next ladle.
And then to clarify that, subclause would either be:
1a) A team must have at least 3 members on it before it can be qualified as a team, before the random picking of brackets
OR
1b) If a clan (or team) wishes to have more than one participating ladle team, it has to ensure it has enough players to fill both teams, AND SO, must fill at least one team with at least 6 players and the other with 3 before the picking of brackets.
As for the rules you bring up word, I don't think they are complete, so a vote should not have been called.

when a player isn't signed up and can't login with a global id that is connected to one of the names on the challenge board the other team can complain. Have a community leader and when problems like this occur we can look for him/her to make the big decision instead of having all this fighting. We could also switch community leader every quarter by having people vote on who they want...
Only problem is this might turn into a power thing and vendetta's might rise effecting decisions. Plus people will fight over if the person's choice of actions were too strict or lenient...

a) do silencing/banning/game starting when nobody else who can is around and I get called in over IRC
b) at the very most, settle disputes that arise during the event that would, if nobody stomps his foot, delay the whole thing unnecessary
One could have ignored that the issue started before the ladle and filed the problems under b), however, intervening would have likely been the the cause of more delays.
