what's the command
to make sure a player joins as a spectator?
this isn't in the standard fortress settings
is it?
there must be an easier way to find these things...
i look through the consol commands
but that is pretty impenetrable

Uh, to find such commands, either type part of what you might think that it can be part of it into the console, use armabot on IRC, or search settings.cfg for some keyword.
Edit: Alternatively call the guy who hosts your server for support. He's paid for that.

We had one in the dev forum lately 
On the question <-> thread topic, I'd say it's only fully required to put two questions into one thread if one of them is a followup question. If discussion starts, it can be confusing to have two questions in one thread. Well, in this case, a single thread "couple of server admin questions" may have been appropriate, I haven't classified the questions.

I'm not trying to complain too loudly, I'd rather he ask the questions and get the answers than not ask, you know. And I didn't follow them all that closely because the ones I did follow he'd already asked in irc and I answered as best I could, but sadly not completely satisfactorily. But it seemed like they were all based on him trying to do the same thing, or a couple of things, and I had a browser window full of these threads, and, well, you know how good these forums are about tracking unread posts....
