That is a good idea. recently I seen a french dude on tron he was like 12 y/o and could not understand english at all and when we all talked together he was just repeating "français ?" Also, about the super explicit vs non explicit debate. I would say that longer but explicit is better. Why ? Because if you don't make it explicit then you expose your rules to comprehension gaps (not everybody is super skilled in english and so they need ultra repetitive explanations), and then it will generate frustration upon sanction.
Anyway, I don't know you're so much into rules, I never read them (or maybe i did but i did not give much attention and so forgot all), simply because I thought I would behave enough not to break any and respect the process marked in the wiki, which is the most important. Also, I got punished on one offense because I did not know the rules, but it was fine, I learned that way (and then read everything).
So unless you manage to do 10 bullet points that miss nothing, don't write them again.

I don't have time to read all of blondie's long-winded posts so I'm just going to assume he's being contrary. You guys can do whatever you want. I only care to point out the reason why these current rules explicitly state "don't do this or that" is because the first thing cheaters do is claim "It didn't say I couldn't do this." Just keep that in mind when making revisions. You can simplify the language and make it less explicit, but then you need people to interpret the meaning and those interpretations lead to 10+ page threads of people arguing. So basically, this might start the cycle over again.
