Here, if you look at the Arma wiki under IRC, the very first line directs you to an explanation of it. Start there and get back to if you have a problem.

Ah, now that is a much better question!

It's both. The IRC channel (#armagetron) has a lot of development talk, when development actually happens that is. But, there is a considerable amount of general banter in there. In fact, most of the talk in IRC lately has to do with a completely different game called Minecraft.

IRC is a chatroom, but can be used for private messages too. Here, come check it out when you get a chance: http://webchat.freenode.net/?channels=armagetron
Type in your name (BoXeD) and you can see what goes on in there (not much lately). You can configure lots of IM clients to accept the IRC protocol if you want to hang out regularly.
