Well if supppose the match count is the same then we should use the total points as the tie breaker to determine the winner. This way the chance of it becoming a tie is slimmer and makes every death & kill important.

Can we get the server to spit out the scores at the end of a match, right to the IRC channel? For transparency's sake? We don't want to have a bunch of people arguing about "we got 108 points not 102" or if we miss a screenshot here or there.

And also we should make clear whether the points that occur after the end of the match will or will not count. I'm assuming that it will be the latter.

Are the subs already voted on or is it still possible to apply for sub?

The subs are the people with 9th and 10th most votes of the people that can make it.

Looks like all we need now is a main server and a backup server, and a rinclude (I guess I'll make one, like right now).

Get one US (not east-coast) server, one EU server (check: DS server).
Get one US backup server (not east-coast, preferably), and one EU backup server.
Write a config/rinclude (check) and have it hosted.
Make good looking server_name. (check)
