1. How do I save the player name change in the Armagetron Advanced? It keeps reverting back to the default Player 1.

2. I have seen some players slow their bikes down. How do I slow it down and speed it up?

You have to set it while not logged in to a server. Name changes while playing are ignored because they were abused to gain ladder score.

That depends on the server you are on. With default settings, you accelerate by driving close to your own or other players' walls, and you decelerate by pressing "v", the brake. Some servers however invert the brake so it acts like a turbo. Usually, they say so in their description or welcome message.

Turning will also slow your bike down, and there are servers that set their brakes to 0, neither speeding you up nor slowing you down. (mine, for example)
