No. No version of arma uses UTF16. 0.3.0, 0.2.8 and earlier use Latin1, recent trunk uses UTF8.

So,
A.)It messed up my name when I put it as an instant chat
B.)It doesn't show up as ᴆ, it shows up as the box

A) B) happen when you do what precisely? B) looks like you picked the wrong encoding.
Note that what you're trying to do is officially unsupported.

What I do is find INSTANT_CHAT_STRING_1_1 and put the "ᴆ \\" there. I know the font has that ᴆ in there somewhere...
The encoding was UTF-8. It couldnt be saved w/ same encoding.

And your version of arma would be? Plus, I don't know how to say that, but the character also appears as just a box in my browser. A small box, sure, but a box.

Which character is that supposed to be, anyway? My browser only shows a box, too.

Try pasting this one in: Ð
Your character probably is a weird variant with a higher code that's neither in my fonts here nor in the arma font.
