I was playing another game just the other day (Urban Terror), and I came across an idea that seemed like it may work for what everyone was discussing here...
They had something called the "UrT Admin Alliance" which took the banlists from the large number of servers in the Alliance, and compiled them into weekly banlists. This system seemed like something that works well for that game, and could work here.
EDIT: Actually, this seems to be what Lucifer described. Nevermind. I guess it's a working example of how the system works, though!

Hard to work out, whatever you say...very good idea, just nearly impossible to exucute. We need a law code to go off of, like the Constitution...Then we can all argue on it's meaning like the Supreme Court

i voted yea
and having some warnings before a player is banned
is also a good way of saying behave without the slanging match
i believe it would also strengthen a what is fair ethos in the admin and mod community
