How do you kick random people effectively?

Use a steel-toed boot. Make sure you can run fast in them because some people might chase you after being kicked randomly. You might even kick with running shoes. The kicks won't be as good, but you'll hardly ever get caught. The best kicks come from shoes with cleats (football, golf). The problem is you can't run on asphalt and will certainly get caught. The assault fines are a bitch and the police are usually rude.

I've heard that wing-tips can be effective when applied to certain areas...

I prefer to use bare feet. Problem is, putting my shoes back on after the kicking gives them too much time to retaliate.

The steel-toed boot still works. If you kick 'em hard enough they'll clear the wall.

We understood that
Three ways: kick vote via player police menu, kick vote via chat command "/vote kick <playername>", which doesn't work on all servers, and admin kicks vla chat command "/admin kick <playername>", for which you typically need moderator rights. Which one is best depends on the server and your rights there, obviously

Also quite popular is using a resource reposirory server that randomly fails to deliver its resources, combined with map rotation…

Use ice skates if you're really fed up.
