Even though I admire your enthusiasm, I think that isn't necessary to consider at this time. The fact is, we had two separate matches go off with a decent amount of players. If even half the people show up for any given match, you can still have a good game. How bout letting people join on the day even thought they did not register if the server is not full?
In our match this was not allowed because only registered people were allowed to play. They were even kicked which i thought was a little harsh in my opinion especially if this event is supposed to attract new people in.

"If a player joins without being on the list, he can take any available spot, but if a registered player comes before the end of the first match they will switch after the end of the first match. If a registered player comes after the first match is over, he cannot take someone else's spot by force (or admin help)"

Or are you talking about more than 16 players? Should a rule be made to limit players to 16 but allow spectators? I guess it would be nice to have a back up player if someone has to leave, but the player leaving must make clear that he/she won't be returning. And if they don't specify, then the replacement player should wait 2 rounds before joining to make sure the player who left didn't do so because of a connection problem.
It took 15 minutes to set up because some people didn't show up, I consider that a problem.
