Chat voting?

I was wondering how to set up voting through chat like on the server Wild West Multi-Mode. Thank-you.

Well in WW, to start a poll to change the game type you would type, for example, "-o" for nano sumo. Then people can vote -y for yes and -n for no. If enough people vote -y, the game type is changed.

I believe that's done with a script parsing the console output of the server... but I could be wrong.
