I got a website that got ftp and full access so I am just wondering if I want to host a server on that would it be possible... I know it is possible but would I have to talk to the owner and ask him to set it up for me or would I be able to do it just by uploading stuff up ?
please replay and let me know what I should do thanks.

I guess it is technically possible
I you could ftp the program and all the configuration files, you should be able to maintain the game. I just dont know how you would start it up the first time. But I'd guess it falls into those very geecky challenges such as "can you write a program using only cat and echo to write it".
I you really only have this way to make it work, I'd strongly suggest to you to make a few servers on your own pc to learn how it goes, before adding the difficulty of maintaining them through ftp.
