The "Server-Admin-only" discussion is reserved to Server admin. And only them.
Maybe they are just talking about the evil players, trying to figure out what to do about them, without them getting all the info so they can dodge the admins and wreck more havrok.
Personnally, even if I'm not a server-admin and never plan to be one, I was invited there because I've showed interest and tryied to fix some probs in the game, and it was important for me to have access to the admins, to be able to talk to them in a place where "disruptive players" couldn't come.
But your not missing up on much. Not many talks about "how to configure a server", but many about "my server crashed" or "I have a strange entry in my logs, did you see the same message, and what can be done about it".
It mostly work by invitation. Set up one or many server. Make them interesting. Make them live for a while, so it's not just a thing you tried over the weekend, but a commitement. Contribute to the forums you have access to. And then maybe you will get invited. I'm not sure exactly if and what are their policies, but I'm sure you understand why they do it.
So yes, some parts of this forum are restricted, but the average surfer is not missing on much. They are used for hightly specialised discussion.
