Um... I can't get into the game!
The user.cfg has no information about your graphic card; usually it has. That means the program didn't even get past the screen initialization.
I'd like to see the dxdiag output now:
To run dxdiag, click the Start menu/Windows menu, select "Run", enter "dxdiag" and press Return. Wait till it is fully loaded. Click on the "Save all information" button at the bottom, save them into some file and attach the file here (it's a txt, I think those are allowed, if not, zip it again). We'll then know everything about your computer we need to know.

I see you're concerned about privacy, and I'm happy to see someone concerned about it.

We're pretty anal about protecting people's privacy here, so we won't ask for stuff we know will have private information in it without telling you about it and if possible how to remove the private stuff. If it's not possible to remove it, we'll definitely not ask you to post it here, but if we need it to troubleshoot the problem, well, let's just say I don't think we've ever needed any information that could be considered sensitive to troubleshoot.

Look at it, see whether you're running Vista or not (by looking at the main DirectX version, only Vista has 10.x), seeing which graphics card is installed and which driver version. I think no personal information is contained in the file, it is explicitly designed for troubleshooting like we're doing now.
Ok, thanks for the file. You're running good old XP. I'd strongly advise against a Vista upgrade in case you're thinking about it.
You seem to have two graphics controllers: an Intel 82810E, probably onboard, which seems to be disabled, no monitor is attached. The one you're really using is a PCI card with an NVidia TNT2 chip.
The drivers for the NVidia card are rather old. New drivers can be found here: http://www.nvidia.com/object/winxp_2k_93.71.html
I suggest you go, download and install them, then try ArmagetronAd again.

I checked the release notes for the driver and didn't see any riva cards listed. I remember reading that nvidia discontinued support for older video cards, and the one you've got is obsolete big time. (I have the same card in an AGP slot on my other machine, so I'm going to face this problem eventually, too. Luckily the open source nvidia driver for linux works just fine, but no 3d acceleration)
So, we're at either someone knows how to make this driver work for you or you should buy a newer video card or you'll need to find an older driver that works.

Aha. I'll have a link for the latest video drivers that work for you in this post. (Still looking at the site)
If you scroll down the products support page linked from the page z-man linked, it lists products not supported, and tnt2 is on that list.

Here you go, I don't know if this driver is newer than the one you have or not, but it's the newest driver that supports your card.
Edit: I looked at the dsdiag file and it looks like the drivers I linked are a bit newer, so worth a shot for sure.
