Well, you have to register with the Clan Server subauthority of the Armagetron Server Zoning Approval Authority (ASZAA). First step is to complete and submit a pre-application form, ASZAA-7F.pa1, for your proposal. A Master Server List certified planner will review your pre-app and confirm or reject that your proposal meets all necessary and applicable variance codes and ordinance requirements, as well as development and design-related criteria, including the standing of your clan. If that is approved, you will then receive a packet in the mail containing various zoning and permit application and registration forms (including, but not limited to, CS-4W [parts I-IV] and a MSLCS-32.i9/J11). Complete those in full and submit them—in person or through a legal representative—to the ASZAA main branch on the corner of 5th and Main. You will be charged a submission and processing fee at this point. Allow 6-8 weeks for review and approval, at which point you will be provided with any necessary permit(s) and variance(s) to build your clan server.
Additional procedural instructions and guidelines may be purchased through the ASZAA. All other hardware, software, and construction expenses are assumed by the builder (you).

Lege, the reason I responded to your post the way I did is two-fold. First, there's nothing distinguishing about a "clan server" from any other server, other than the name. So, how do you make a clan server? You put up a server like any other, but give it a name referencing your silly little clan.
Secondly, READ THIS BEFORE POSTING. There are plenty of resources and instructions available for you to learn how to put up a server, if you would put just a modicum of effort into it. You've basically come to this forum asking us to do your homework for you. No. If you have specific problems in creating a server that are not covered in the available resources, including this support section, then make a (meaningful) topic about it.

I don't think so You don't have to do any of the stuff Phytotron told you. Just get a forum somewhere, there are plenty of free services if you're short on cash, and I'm sure the one or other will chime in with recommendations.
