History Time!
The original 1v1 Sumo competition was called Kings of the Grid in 2007. The exact settings have been swept under the rug but were most likely a the old, old default Sumo settings packaged with Arma, and using ed's 1v1 map. I am pretty sure those settings didn't even have wall shrink enabled, so you definitely wouldn't want to use those.
1v1 Sumo was revived and revised in 2009 by Flex. I consider his settings the base for all modern 1v1 Sumo. It's probably a good idea to start here and make adjustments as necessary. There are also several maps floating around, but you might want to make your own.
Later in 2013, there were several tournaments and a brief, ranked 1v1 system set up by Concord on an external site that has since gone missing. Lack of reliable hosting is one of the downsides of organizing events outside the Armasphere (forums/wiki). As such, Magi's link above is a dead end, but fortunately Cody had the foresight to post his settings on these forums when he "retired" from hosting Sumo tournaments.

Im trying to put two and two together... Wants sumo settings, only person i know to be an avid 1v1 sumo fan and tries to kickstart 1v1 sumo events...

That's arguably the shittiest detective work I've ever seen.
Concord, of all people, would be able to find or create his own Sumo 1v1.
Hell, didn't he have his own Sumo server set up with that tournament page to try and keep a ranking system? I'm too lazy to use the search button.
Edit: brain unfarted. It was toursumo.tk (now probably a NSFW advertisement with boobs and porn suggestions asking if you'd like to purchase the domain -- visit at your own leisure)
