Well is the a 2.8.2.2 version for windows? If there is can you provide a link to download it?

If you searched on sourceforge.net, all I could find was 2.8.2.2 in linux.

0.2.8.2.2 is just the security fixes from 0.2.8.3.2 backported to 0.2.8.2.1. It's only of interest for servers. No Windows servers using 0.2.8.2.1 exist online, so no Windows build was made, and I don't even know whether it would compile. What you want instead is 0.2.8.3.2 itself.
