One more thing, I think that people that can play at X time to X time can sign up, not picking a team yet, and after the signing up date is over, 1 person that is chosen can make the teams, so the teams have an even number of good people and better people.
And if there are an un-even number of people then that 1 person can make it so the teams are even anyway.

actually i think zapple's original approach might be best just to get things rolling. ask ppl what times they would like and their preferred days and then just schedule a time you know YOU can play and fits in with as many other people as possible. just announce it once or twice and then just play. it may seem silly, but put your own convenience FIRST. time and again i have seen organisers of these types of events burn out because they ended up feeling taken advantage of trying to meet everyone's needs, so put your own convenience first. some ppl will always show up.
step one should just be getting people used to playing 'exhibition' team games on a regular basis, perhaps a couple times a week. then if that works out the climate will be much easier to arrange this tournament stuff IMO.
