it is technically possible yes (but i have absolutely no clue how to do it practically... well hmm that's a small lie but still - ok hold your horses i'll see if anybody has done this for phpBB yet) - i like it and would like to use it myself in the future so i'll look into it
although the idea of serverside cookies is an easy one it can be hard to implement so be (extremely) patient ok?
you can bump this later in case nothing happens from my side (but don't bump Tank as he has lots of other stuff to do)
I implemented a solution like this, via adding a column to the users table which basically is the same data in the topics and forums cookie that is used in a vanilla phpBB. It's rather simple to implement, you can just comment out the setcookie codes (in the 4 or so places) and have it update the users table. At the top of phpBB, just of HTTP_COOKIE_VARS[...] take the contents of $userdata[var_with_read_data], since all the user column are selected on every phpBB page.
The benifits of this system outweigh the marginal (and I stress marginal) performance decrease of selecting a little more data from the database. Using this system, a user's topic/post read marking is kept even if they log into a forum from a different machine.

why does anybody give a flying farm about orange stuff when you have the NEW POSTS button? and how many sites use more tracking than just a localised cookie?
