I don't get it. I see that 9 of the 17 are in clans, which I think is pretty idiotic. Is that it or is there something else?

The server only lets 8 people play at a time. Instead of joining a new server, all those people are either A) waiting for someone to quit so they can join, B) chatting, or C) AFK. It's one of the reasons servers should try to keep max clients similar to max players. I would allow maybe 2 extra slots for visitors on some servers, but to allow three times as many people to join as can play is just stupidity (on non-tournament servers).

Ah. Yeah, I'd never put any extra slots on my servers, unless there was some special circumstance. Play or get out. >:D

I can't see the harm in letting people watch or chat. Waiting to play, which I guess is what most of them were actually doing, is stupid.
