Doh, I just realized "Text to speech" can be conferted to mp3, wave etc.
And I found some tools to do it. I have yet to test them for quality and compatibility issues, but it looks promising.

I'd like the client/bowser to do the converting, which would kept the download time to a minimum (text vs mp3)

There are many converters out there, but $$$$$ and plugin capabilities?

Carnegie Mellon University (among others) has public access to their studies/files on text to speech so I'm starting there. Wish me luck

Anyways - heres an online converter (text to wav.)

There are others which give you different file formats, voices and languages. The one above had a good quaility sound to it.
Search for> text to speech demo and several will pop up.
