New setting in b0_2_8: DOUBLEBIND_TIME

If you don't want to allow multi-binds, it shouldn't be configurable in the client. Since older clients allow it though, I don't see how you can remove it.
This borders on defining it as "cheating", in which case we'll see modded clients doing it and the setting will still be required on the server. All the setting does is allow a server admin to define it as cheating, it doesn't require him to do so and I don't think it was intended this be enabled as a default.
I would suggest a better solution is to allow single-bound keypresses to react as quickly as multi-bound ones. I've never understood why pressing one key twice causes a slower reaction than two keys pressed in sequence. If all keypresses reacted the same way, everybody could turn equally fast, single or multi-bound.
The reason single-bound keypresses react slower than multi-bound ones isn't a technological limitation, it's a physical limitation. There are a few players who are exceptions to this, but most players can't press one key twice with one finger as fast as they can press two keys once with two fingers.

Then, at the very least, there needs to be a message sent to db offenders on non-db allowing servers explaining why turns were ignored. Otherwise it will come across as a huge bug.
