Difficult question to answer for him to due to different word structures across languages. E.g. English to Chinese. I bet on English. But lets see the answer.

An uneducated guess would put Dutch above English. Not only do we have more forms of words (I eat = ik eet; they eat = zij eten), but you can and should also combine words into one. Video game = videospel. English only has a few pre-made combinations, forcing you to use multiple words if your combination isn't one of them. It's diminishing in practice though, because people take English influence where it doesn't belong. It can be funny when wrongly separated words don't quite have the intended meaning.

Of course there are more languages, but let me hold the crown for a minute.
