The input rate should definitely go to 20 for you. The output rate can stay at 8, that should be plenty; as Jonathan says, it depends on your upload bandwidth. If it's 128 kbit/sec, you can crank the output rate up to 16.
Yes, the AA values are in kilobytes per second, providers usually give kilobits.

I think 12 is more realistic and hopefully leaves some room.

my adsl is 2mbit down / 256kbit up so if I run a server from home my upload rate would be the download rate to clients :(

what in/out rates do you recommend or shouldnt I bother ?

You should bother about your upload rate/client download rate. You can't control the client's upload rate anyway (and you don't have to). MAX_OUT_RATE * MAX_CLIENTS must not be larger than 32. With explosions, MAX_OUT_RATE needs to be at least 6, as all blown holes are transmitted. With zero EXPLOSION_RADIUS, you may get away with MAX_OUT_RATE 3, but 4 is safer.
And yeah, ADSL isn't suited at all for running servers.

Is there any kind of documentation floating around about the bandwidth limiting ? Outerwise this is a good topic for the wiki, isn't it ?
