Let's see, looks like 19th century/early 20th century (or a recent retro- construction).
The rail looks like something you'd see at the top of a stairwell, and the door looks like an outside door. But the lighting doesn't appear to make you outside.

The thing he is standing in is round, and by that and the fact that the system of that door is kinda old i thought it'd be a plane (replica) from the WW 2... But i was wrong, I give up, can't think of anything else...
