This borders on defining it as "cheating", in which case we'll see modded clients doing it and the setting will still be required on the server. If you don't want to allow multi-binds, it shouldn't be configurable in the client. Since older clients allow it though, I don't see how you can remove it.
The reason single-bound keypresses react slower than multi-bound ones isn't a technological limitation, it's a physical limitation. There are a few players who are exceptions to this, but most players can't press one key twice with one finger as fast as they can press two keys once with two fingers.I would suggest a better solution is to allow single-bound keypresses to react as quickly as multi-bound ones. I've never understood why pressing one key twice causes a slower reaction than two keys pressed in sequence. If all keypresses reacted the same way, everybody could turn equally fast, single or multi-bound.
