How would it be possible to implement, to quote @sinewav, "global moderation, global bans, a robust system for managing troublemakers" and, to quote @aP|Nelg, "an IP chart around tron's server owners so that way we can track trolls easier"?
What is currently being done to deal with troublemakers? Have there been other methods in the past to deal with troublemakers? Specific implementations from other communities that we can look at and/or utilize? What kind of community involvement is needed to improve intra-community relations? Any related ideas or comments?
(It seemed to me like we needed a thread on this topic...)

I'm working out the details of a system right now. I have ideas that center around two separate approaches, each providing different levels of freedom for server owners. One thing I haven't figure out yet deals with creating a merit system, though it may function well enough without it.
