The way that Sirs group was done, you needed a certain number of nominations (from anyone).
I mean, don't you think trolls would volunteer? Would you make them tron police officers?
Also, how can you guarantee that the police will uphold the server's rules? What if they don't? Or what if they enforce their own rules? What if one of them becomes a problem? How would you suggest going about to remove them?
(Ideally, there would be help messages they would read - a server policy to abide by and enforce)
(A vote within the police department itself would be elitist IMO - so I suggest a vote from withing the police department to determine if there will be a public vote on a particular officer; whether or not they should stay.)
Overall, I think it is a great idea and very possible to accomplish.
I don't think this is too different from the idea you tried to describe (if it is, my bad - I'd like to know how yours is different).

Well, let's talk about this. This could be a good idea. It also could be started by the community, and if it is accepted by many server owners, the devs could decide to add the functionality you have mentioned.
Everything we need to create a central file exists now, as does the system to manage the auth's, no need for a special authority. You could just use the Global ID's that the mod's in question have now.
The only real question is if server owners actually would be willing to participate. We would need to walk a fine line between allowing freedom of expression and stopping the bs. But, the right people could do that and help mold the Armagetron Community, if there is the support from enough of the influential server owners.
Do keep in mind that this is only going to work with servers that have Armathentication installed. I think that the default dedicated server build does not. A couple of popular servers out there like "The Toble of Doom" do not use Armathentication. In those cases, it would be best if we can persuade and assist those server owners to setup their server binary accordingly.

Could also say that server owners should make themselves know and should have some sort of perk in the forums, like, IDK, name colour or some shit.
Just something that defines them! (Same kind'a way mods are blue).

It's really not a terrible idea, depending on its implementation. Anyone can put up a server, but there would be certain ones given a special badge, like an endorsement, representing a guarantee that certain standards will be maintained within those servers.
Trouble is, I just don't think this community could get it together to make something like this work properly. The community has degraded to such a point, both in quantity and quality, that I don't even think there are enough decent people/owners to be a part of it.
