if animation is required (have an idea actually) i'd use gif's: flash is nice for bigger things (not fairly small/slim borders/frames)

As long as html standards are used anyone with some basic html coding knowledge (myself for instance) could create they own skin.
I'm not sure about flash, I run 1600 x 1200 res. and most flash productions are size restrained to be viewed on a lower resoultion screen. (they are hard to read for me, too small) Unlike regular html that is resizable for all res. if coded as such.
I'm sure, if someone also wanted to create a flash frontend, they could using the same input commands.
