That would be because we're using OpenGL and that still doesn't mix well with Aero on some systems (or rather, Aero doesn't mix well with OpenGL. OpenGL was here first.) Nothing to worry about.

Looks a bit like the old Windows XP entering 256 color mode error. No idea here though. Compatibility mode? Did it work before? What changed?

Try disabling aero manually before you start arma. Maybe that helps. If not, follow Tank's logic. If you could play on that PC before, find out what changed and undo it.
