I Was wondering if it is possible at all, could you have to hosts to one server?
Like if i had a host in newyork and paris there would be no lag and low pings for all players so is that possible in any way?

No, it's technically impossible. The signals still have to travel from the US players to the EU players somehow. You could reduce some of the lag, but not get rid of all of it.

Someone needs to go park a barge out in the middle of the Atlantic and set up a bunch of servers on it.

The Azores are about as close to the middle of the Atlantic as you can get. However, I couldn't find any hosting options. Their infrastructure must not be that great. Just put the server in Australia and everyone will be equally laggy (except for those 2 or 3 Aussie players). Anyone remember that Australian Sumo server?

I've considered something like this a few times. The lag could be reduced for players near each other, but not those at the opposite ends, in theory.
Another possibility would be making the game p2p and letting the server be a mere referee...
