Where's the user.cfg file?

i have somehow lost the user.cfg file....can someone please tell me where it is...im using windows vista if that helps

Mine's completely disappeared too, using 0.2.8.3 on mac. I've set it to show hidden files etc but it still won't show up, although it's obviously somewhere.
