config_rotation not working in 0.3_alpha server build

I have built the 0.3_alpha server in linux ubuntu, with armathentication, but the config_rotation is not happy about it. When used this happens:

[0] Required access level of command CYCLE_SPEED is "Administrator", you only have "config_accesslevel_255".
[0] Required access level of command CYCLE_RUBBER_TIME is "Administrator", you only have "config_accesslevel_255".
[0] Required access level of command WALLS_STAY_UP_DELAY is "Administrator", you only have "config_accesslevel_255".
[0] Required access level of command WALLS_LENGTH is "Administrator", you only have "config_accesslevel_255".
[0] Required access level of command DOUBLEBIND_TIME is "Administrator", you only have "config_accesslevel_255".
[0] Required access level of command SIZE_FACTOR is "Owner", you only have "config_accesslevel_255".
[0] Required access level of command ROUND_CONSOLE_MESSAGE is "Administrator", you only have "config_accesslevel_255".

Hmm, are you setting yourself at access level -1 somehow? How is your config file included?
