When i download it it goes into Winrar and not as a full thing on the desktop

You probably fetched one of the tar.gz files which are NOT for Windows. Try this:
http://downloads.sourceforge.net/codebl ... -setup.exe
(I haven't actually tried that version yet, but it's the current main download linked to from the code::blocks main page).

It's the GNU GCC Compiler. Listed at the top. The only one with "Status: Detected" displayed beside it.

There's some instructions in armagetronad/win32/README.txt that were enough to set me up with a working build.

Seriously, you might ease up on the posting and try to figure out more things by yourself.
