In short:

They are not IM's log, but IRC logs. IRC is an open chat room, so everybody is free to come, read and even participate. To perserve logs of previous discussion is convenient as a way to find old decision and miscelaneous bits of information.

2: Question about wrtl's logs, are the times on there GMT?

hmmm I think they are GMT + 2 but I'm not sure.
