my fps are getting eaten until i have 0 left
my fps are getting eaten until i have 0 left
my fps keeps getting eaten and it goes from 50+ to 0 in a matter of minutes how do i fix this so my fps dont always get eaten alive

Pfff, you think you have it hard!!!! MY system is both greater than 10 AND "90-100 or 100+"
hsnow: lowering your resolution always help. Dropping visual option too.

It is possible to change the game resolution to be less than that of the monitor (even worked on a 1024x768 lcd on my laptop, on which I ran the game at the flashy resolution of 320x200). One last relevant piece of info about your system you forgot to mention: the graphic card! Acer Aspire, that sound like a laptop. Usually laptops have integrated graphic card with quite mid-range accelerated 3D support (hence my choice of resolution on my laptop). See that you have the latest drivers for your hardware (not the ones downloaded from Microsoft web site, you need to go to the manufacturer of the chipset and/or Acer's web site).
Also, you should know that Microsoft decided that Vista would not have accelerated support for OpenGL, only for DirectX (*). This game is OpenGL. This mean that the processor doesn't get any help to do the drawing from the graphic card, which might be source of the performance drop you observe. I've heard through the branches (it must be z-man who said it) that some video card company (might be nVidia/ATI) actually offer OplenGL accelerated drivers for their chipset. See if this is the case for you.
I hope something in there is of help to you.

* My sources on that are quite old, they might have changed this decision. You should contact Microsoft to know what is the status of this.
FYI:
AMD Athlon(tm) 64 Processor 3500+ with a GeForce 6600 running at 1280x1024 on Linux (Ubuntu) with all options turn on: the game start at 250-300 and will soon stabilize at ~45fps on a network game. Sampling of 1 server.
Edit: Jonathan already took the "GPU + OpenGL + Windows = no fun" angle.
