Making my server public

I have read the wiki at least 3 times and still dont understand how to get my server public currently all i can get it to do is run on LAN. (i made another document which i copy pasted the Setting_dedicated document in and have changed the Talk_To_Master to 1.) what else do i have to do... oh and how do i name the server?
