I think Phoenix Flame could make an argument for it but Elmo's more clued up on procedure here so another randomised spot

That's if the 1,2, or 3 seed do not meet the requirements. Since we only seed 4 teams there is no 5th seed to take the spot.

Yes got confused because of P. Fire. Anyway unkteam won more matches they are supposed to be 5th.
