Generally residence or nationality (with personal preference between the two if they differ) but basically common sense should be enough. If one of your grandparents told you that their parents were half Polish and you live in the USA, that really shouldn't qualify you for the Polish team. (just a completely random example)

Personally, I was born in The Netherlands and lived there most of my life. However, my father is italian and african, my mother is swedish and algerian. Am I going to sign myself up for all those areas? No, use common sense please and don't make it so difficult for the tourney.

Technically, I'm Jamaican.
