If there is a 3 person mandatory rule, what is to stop a team of two recruiting me to suicide on their wall at the start of each round?

Ok, they can drive around the border of the region like the guys in yellow submarine. What I am meaning to say is this, a team of 2 is no more than a team of 3 with one player doing nothing. There is no fundamental advantage.
