Okay, so I have custom language setup, but it loads the file for every server (well, the ones that have LANGUAGE_FIRST Custom). Can you set it up so that each server can load a different one?

Nope. Not possible unless you set LANGUAGE_FIRST to different language names for each server you host.

You can have different custom strings in the same language files and use that command to load them at your leisure.

What do you mean by setting to different language names? I tried making a loosecustom.txt and put "language Loose" in the first line. Didn't work.

A better way would be to set --userdatadir. It's a parameter to the line you execute the server on, just stick it after --vardir which I assume you already have.
Then, inside of the data directory, create a language folder and a file called custom.txt
Now it will use what you add to that, and fall back on american + en base for what you don't have. So you only have to add the things you want to change.

Light you seem to have misunderstood what my problem was, I have that, but that file would then be used for every server with custom language. I wanted a different language per server.
