This game has done a great job of staying pure. Not many others can claim that especially over the long haul.
If I think back to when this game had high numbers was when the players outnumbered the available servers. It kind of forced people to congregate and learn the play style of that server. At some point dozens and dozens of fotm-type servers filled the list and the small communities of people got lost in the choices.

So, to emphasize:
"When the players outnumbered the servers"
This game revolves around the freedom to host servers and make whatever game type and settings you please. Revoking that right to limit the number of servers is not going to happen.
The next logical step? Find creative ways to get (and keep the interest of) new players.

There is already a server called Modern Tronfare. It's pretty good, and it has nukes.
